RAICEX Promotes Science as a Priority in Upcoming Elections: A Decalogue for Advancing Spain’s Science, Technology, and Innovation System

With the general elections in Spain just around the corner, RAICEX (the Network of Associations of Spanish Researchers and Scientists Abroad) emphasizes the importance of science in political agendas. To support this, RAICEX presents a Decalogue aimed at enhancing the internationalization of the Spanish Science, Technology, and Innovation System (SECTI).

RAICEX advocates for a comprehensive improvement plan for SECTI, making it an attractive system for talent worldwide, regardless of origin or nationality. Strengthening a system that provides stability and guarantees for professionals working in Spain will naturally draw experts currently working abroad. This Decalogue is addressed to society and all political parties contesting the General Elections for Congress and Senate on July 23. It draws insights from RAICEX’s ATRAE report, which proposes actionable steps to attract talent to and facilitate the return of professionals to Spain. This report critically examines four key areas, informed by international experiences of RAICEX members:

Attracting and Retaining Research Talent Evaluation and Accreditation Systems Internationalization Collaboration with the Private Sector Key Proposals in the Decalogue: Simplify procedures for degree recognition and job equivalency. Establish international agreements to streamline talent mobility. Increase transparency in research funding and hiring processes. Promote public-private partnerships in science and innovation. By implementing these measures, RAICEX envisions a future where Spain’s science ecosystem is globally competitive and capable of retaining and attracting top-tier talent.
